Peter R. Flowers found his inspiration to practice law in the study of early American government and the inevitable conflict between government and personal freedoms. It is his goal to maintain the boundaries of the United States Constitution.

“We handle criminal cases in city, state, and federal courts. My job is to make sure that no one slips through the cracks of the system,” Flowers said. “That no innocent persons should be imprisoned, that punishments do not overshadow the offense, and are based on the actions of the defendant rather than public opinion.”

“Part of my practice is designed to makes ure that people understand the premise of ‘presumed innocent’ and understand why its maintenance of that concept is vital to our continued way of life in this country,” he said. “I am an obstacle in the path of the erosion of the Constitution that serves to protect us all and our unique way of life.”

Most people do not realize the United States of America imprisons more people per capita than any other nation in the world including Russia, China, Iraq, and many other nations that we perceive as having poor human rights records. Many Louisianans also do not know that Louisiana has more people in prison per capita than any state in the union. You do the math. That is not necessarily a criticism of our local or state government as much as it is a statement that there is much room for intervention between productive membership and life behind bars.

Mr. Flowers hopes to see the emergence of a “Drug Court” in Caddo Parish with the capability of assisting first time and minor offenders with their core problem rather than indoctrinating them into an already overburdened legal system. “Even placing someone on probation strains the already overtaxed resources available to the state. Just like prevention can save tax dollars in the health system by avoiding long-term diseases that are expensive to treat, early drug treatment and counseling can save dollars in supervision of offenders or in the worse cases housing and feeding them.”

Flowers sees part of his of practice as a stewardship for persons caught in the system and needing to come out on the other side as something more than an unskilled criminal and a burden to all of us. There are ways to navigate the system that are beneficial to all of us and that help keep us safe both today and in the future.

Flowers received his Juris Doctorate from Loyola University Law School in New Orleans. He is a member of the American Bar Association/Criminal Section, Louisiana State Bar/Criminal Section, Shreveport Bar Association, Caddo Defense Bar Association and the Fifth Circuit Bar Association. He is on the Board of Directors of the Louisiana Association of Criminal Defense Lawyers. His practice also includes personal injury and civil defense.

He has three children, Nick, 20, Millie, 17, and Will, 14.

Kelly. L. Long is a graduate of Louisiana Tech University and received a Juris Doctorate from Mississippi College School of Law in Jackson, Mississippi. She practices in the field of family law – divorce, child custody, and child support.

“Going through a divorce is as emotional an event in a person’s life as is the act of marriage itself. I recognize that a divorce or child custody action is more than just a lawsuit for the client,” Long said. “At times it can be a life-altering event. I try not to lose sight of the that fact and offer open communications with my clients, affording them as much direct contact with an attorney as possible.”

One unique aspect of the law office is that a children’s room is available for clients with children. This enables the clients to meet with their attorney in private while the children are entertained with toys and television in the adjoining room. Ms. Long has found this feature to be especially beneficial when meeting parents who cannot find substitute care for children during the times of their scheduled appointments.

She is a member of the Shreveport and Bossier Bar Associations. Long is actively involved in The Humane Society of the United States and the Best Friends Animal Society. She lives in North Bossier Parish with her husband, Don Hartline, and their two dogs, Dayzy and Jenny.
